Eli Schwartz eda080a372 sys-cluster/openmpi: move ucx dependency out of cuda to toplevel flag 
ucx is variously used in openmpi and isn't actually specific to cuda
suppport. Pass the dedicated ./configure flag for it, and add it as a
top-level USE-dep. Currently it is an automagic dependency.

Eli Schwartz 3ec340982a sys-cluster/openmpi: force use of external pmix in configure 
pmix is already pulled in as a build dependency, and if it is both
available as an external dep and buildable as a vendored package,
openmpi will still anyways prefer the external dep. So passing the
configure option isn't really required unless something has gone wrong
elsewhere, e.g. in theory an incompatibly old version of pmix is
installed. That being said, the oldest version of pmix available in
gentoo since 2022 is still new enough for openmpi. So this is just a
preventative measure in case the minimum version is raised or something.

The main reason to do this at the moment is a bit different -- openmpi's
configure script currently runs the full pmix ./configure, checks to see
if it is buildable (with --enable-option-checking=fatal it is NOT
buildable), and "registers it as a candidate" or something, before it
checks for pmix via pkg-config. If it is also found via pkg-config, it
discards the sub-configure entirely. That's a lot of pointlessly wasted
work. By passing --with-pmix=external (and similar options), it skips
configuring the relevant 3rd-party/* package(s) entirely.

Matt Jolly d63b2074ec dev-lang/rust{,-bin}: add rust_sysroots_aarch64_unknown_none 
This commit adds support for building the
aarch64-unknown-none{,-softfloat} baremetal target to dev-lang/rust and
dev-lang/rust-bin.

In the interests of making this (hopefully) build everywhere, we've
added a pre-build check that ensures that a suitable aarch64 toolchain
is available - meaning any `arm64` toolchain, suitable LLVM (i.e.
llvm-core/llvm:${LLVM_SLOT}[llvm_targets_Aarch64], or a suitable
crossdev GCC) and should `die` early if it's not possible to build.

This should serve as a decent template for adding additional
USE-selectable toolchains to both the binary (rustup) and from-source
ebuilds.

Matt Jolly 0a530484f9 profiles/desc: add rust_sysroots_aarch64_unknown_none 
This target is required to build m1n1 binaries for Asahi / Apple
silicon. Additionally it should serve as a template for adding other
(tier 2, at least) sysroots to the binary and from-source packages.

Matt Jolly e04d3d37e0 dev-lang/rust{,-bin}: add rustc-dev component 
This is required to link against rust compiler internals for (e.g.)
Google's Crubit etc.

This should provide a template for adding other Rust components to both
the binary and source ebuilds.
