Eli Schwartz eda080a372 sys-cluster/openmpi: move ucx dependency out of cuda to toplevel flag 
ucx is variously used in openmpi and isn't actually specific to cuda
suppport. Pass the dedicated ./configure flag for it, and add it as a
top-level USE-dep. Currently it is an automagic dependency.
