Sam James 40178ec567 profiles: set LC_MESSAGES to C.UTF-8, not C ...

Use C.UTF-8, which we can rely on with both modern glibc (*) and also other
libcs like musl given it is on-track for standardisation, rather than C.

Setting C keeps breaking testsuites and no reason has been presented to
keep it that way rather than use C.UTF-8.

(*) We patched it in for years but it is upstream since a few releases ago.
