Michał Górny f73bc4ee19 dev-python/twisted: Remove cython-test-exception-raiser pin 
Remove the pin on dev-python/cython-test-exception-raiser that was only
necessary because of a bug in that package.  It was fixed in 26.4.1
release, so permit upgrade now.
