Sam James 614f0167e7 dev-libs/liberasurecode: add 1.6.5 ...

* Add optional backends as optfeatures & test dependencies
* Run the testsuite ('check' just builds the tests)
* Don't pass '-march=native'-like flags automagically
* Drop USE=static-libs as nothing uses it
