Andreas Sturmlechner c0867601ce dev-libs/cxx-rust-cssparser: new package, add 1.0.0 ...

Imported from ::kde, with a couple of changes:
- disabling KDE_VERIFY_SIG while necessary feature is pending inclusion
- setting KFMIN=6.22.0 to not pull in KF5/Qt5 deps via ecm.eclass
