Nicolas PARLANT bd334fd563 app-text/psutils: add 3.3.15 ...

Manpages generation imports psutils modules during build. Given psutils
and its runtime deps are pure Python and architecture independent, they
can run on the build machine regardless of the target architecture.
So runtime dependencies are also declared in BDEPEND.

testsuite :
set C.UTF-8 to ensure papersize is A4 for test_pstops
add ghostscript-gpl for full testing
