Sam James e6885b7b7b sys-process/procps: port to GNU Hurd ...

Gate pidwait behind Linux as it needs epoll. Also, disable `w` as
sys-kernel/hurd provides its own, though we may want to rename it instead
on Hurd (or rename Hurd's but that seems less likely).
