Thomas Bracht Laumann Jespersen 576162c4fa dev-util/git-bug: new package, add 0.10.1, import from ::guru ...

This package is required by an ezgb python library that in turn is a new
dependency for net-mail/b4.

Import only 0.10.1, the live ebuild is broken, fix copyright years, fix
the LICENSE, add BDEPEND, sort the phase functions, fix the test
invocation, and install shell completions.
