Sam James 23eae8ba4c dev-util/bpftool: fix kernel config check ...

Call linux-info_pkg_setup so we actually process CONFIG_CHECK.

Also, revbump, because this causes breakage in reverse dependencies
like libcap-ng[bpf] even if bpftool builds and installs fine.
