Claus-Justus Heine <himself@claus-justus-heine.de> identified that the
project.toml file was in the incorrect build directory. He put a patch
on the bugzilla but the patch has not been included into the ebuild.

The patch copies the project.toml into the build directory used by portage.

I applied the patch and tested it in my personal repo first. I am pushing
those changes upstream since the patch has been on the bugzilla since
2024-08.
