Michał Górny 5d02505051 dev-libs/ls-qpack: New package, 2.6.1 ...

Import dev-libs/ls-qpack from ::guru, bump and clean it.  It's meant
to unvendor dev-python/pylsqpack.  Thanks for the GURU maintainers
for all their work!
