sys-devel/gettext: remove extremely outdated dependency on expat 
It was removed upstream in favor of libxml2, back in 2015, and tagged
for 0.19.7:

Due to the bizarre runtime dlopen nonsense, it masqueraded for another
ten years as "the ebuild comments explain why this is a false positive

net-misc/rsync: drop useless dependency on sys-apps/attr 
When USE=xattr is enabled, the configure script checks for -lattr and
attempts to link to it for good luck. It also checks for attr/xattr.h,
but only includes it in an if/elif when sys/xattr.h doesn't exist --
this makes sense, since the former simply #includes the latter and then
emits a #warning telling you to migrate to libc. Presumably, this is
meant as a sort of infinite compatibility thing and "it's fine if you
use --as-needed" in practice.

rsync doesn't actually include any of libattr's non-deprecated headers,
just xattr.h and at runtime libattr.so is not needed despite
automagically detecting it during configure.

net-print/cups: remove pointless dependency on sys-apps/attr 
This dates back to a completely inscrutable commit
41e289137d3b5d3e7460458cbe77d8b4000b594a in gentoo-historical, dating
back to 2007, in which USE=acl was initially added.

cups does, genuinely, have an --enable-acl, which is, since that time,
genuinely hooked up via USE and passed to econf. And... it appropriately
depends on sys-apps/acl to implement it. Why did it also depend on attr
as well?  Who knows. acl depends on attr internally (thus the dependency
is already satisfied, and no slot dep) but doesn't and didn't expose it.
Nor did cups attempt to directly link to attr.

Maybe it was some kind of cargo-culted belief that acl and attr simply
"always go together"?

No revbump, this package won't be depcleaned anyway so forcing a rebuild
is nearly as pointless has the 20-year-old dependency itself.

Tests fail with older libheif. Our libheif was pretty old, it's not
clear if it was just an assumption in the tests or not, and let's
not wait for something to be truly broken at runtime to find out.
