Sam James 28bb1835c7 sci-libs/fftw: EAPI 8, backport fix to CMake config file 
* EAPI 8
* Backport fix/workaround to CMake config file which marks another file
  that is only available if fftw is configured/built with CMake as optional,
  so that consumers of the CMake config file don't immediately bail out.
* Clean up src_test. It finishes in 10s or so for me per ABI/variant
  on an AMD Ryzen 3950X. I don't think the comment is useful anymore. If
  we're worried about slower machines, I think it's obvious for sci-*/*
  anyway.

Sam James 713fc6bdfa sys-fs/ddrescue: add 1.29.1 
While here, fix invalid use of `econf` given it's not a GNU Autoconf configure,
just as the comment says!

I also compared the arguments passed to another package maintained by
the same upstream (app-arch/lzip) as a quick sanity check.

Sam James 26f5043aa1 sys-libs/timezone-data: add 2025b 
Enable zic-slim by default too, following the upstream default. It's been
4.5 years since it was introduced and the breakage in the ecosystem should
be sorted now.

Ruby's tzinfo gem was fixed in November 2020, libical was fixed in
March 2021, glib was fixed back in October 2020.
