Matt Jolly 6e7857db57 www-client/chromium: die if rust profiler not found 
Chromium's build system explicitly looks for
`libprofiler_builtins-*.rlib` when using a prebuilt / system Rust.

While we could patch this out so that users don't _need_
USE=profiler if not doing PGO, the Rust upstream default is to ship
the profiler; conditionally changing the Chromium build logic to
account for an untested and unsupported build is not desirable.

Instead we will rely on existing dependency checks
(which ensure that a Rust slot with the profiler is installed)
and do a sanity check on the selected Rust implementation before
unpacking Chromium's enormous tarball so that we can fail early and
prompt the user to `eselect` the correct version / slot.

Portage sees sys-devel/gcc[ada] is queued and tries to use it to satisfy
the dep for 11, which pulls in 13, which pulls in 11 for D.

We can workaround this by depending on older GCC for whatever slot we're
in. This matches upstream documentation and also reality as you usually
need an older version anyway.

Sam James fe0050ea40 sys-devel/clang: stop setting GCC_INSTALL_PREFIX for prefix 
Clang 19 deprecates the GCC_INSTALL_PREFIX CMake option.

We now handle this via config files installed by gcc-config. If there's
any remaining issues for Prefix, it should be handled over there
or in sys-devel/clang-common.
