Matt Jolly c994845c4e profiles/default/linux: add net-mail/mailbase to @system 
The Gentoo Handbook has historically provided instructions to create new
users with the `-m` flag. However, this now results in the error
"Creating mailbox file: No such file or directory" because
`/var/spool/mail` is no longer included in stage3 tarballs.

Sam James 319191157b media-gfx/mscgen: add comment wrt REQUIRED_USE 
It's still needed as USE="truetype -png" fails tests, but I don't
see a point in keeping the bug open -- such REQUIRED_USE isn't
so unusual, and upstream seems pretty inactive. And, most importantly,
we dropped the test restriction just now in eab3a00efc
which exposed a real problem.

Sam James 41f15fb2b5 net-misc/htpdate: add 2.0.0 
* Drop uclibc sed. If that would still be needed, it should be a proper
  patch.
* GPL-2+ for LICENSE as --help/--version output shows it now.
* wrt tests: did try to make tests available w/ ALLOW_TEST=network but they seem
to fail for me even with that.
