Eli Schwartz e82cd94259 media-libs/libraw: make sure elibtoolize is applied 
Needed to e.g. pass LTO warning flags through to the linker. Also needed
to pass through --as-needed correctly to the linker, which has the
practical effect of pruning a link to some unused lcms plugins.

lcms provides its plugins in the main .pc file by design to "simplify
usage", if configuring to build the plugin at all, and expects
--as-needed to strip those out if you don't call `cmsPlugin`. But that
relies on libtool doing its job...

(We unconditionally package the plugins, so this is just an
optimization.)

Eli Schwartz 314c1a45c6 dev-libs/newt: fix python optionality 
- we can't call python_foreach_impl if all targets are unset, which is
  permitted if python is optional
- somehow I switched back to calling with EPYTHON instead of versions,
  this was plainly wrong
- $(use_with) *must* be additionally quoted if withval itself is quoted
  and contains spaces, or we lose the spaces again

Sam James abbb1a0e6a toolchain.eclass: tweak Go path for QA_PRESTRIPPED

for me, the "prestripped" (but not) files are at e.g.
usr/lib/go/15/x86_64-pc-linux-gnu/crypto.gox.
