Eli Schwartz 719e0d13b5 sys-apps/dtc: fix USE=static-libs to control static libs
... as opposed to passing an upstream option to enable building
executables with `LDFLAGS="-static"`, while still installing the static
libs.

Eli Schwartz f4aca47183 Revert "sys-apps/dtc: fix static build"
This reverts commit 0428966db6.

At least, revert it in live. The entire commit was totally bogus. The
build option in question just determined whether to build using
LDFLAGS="-static". Upstream didn't support building without static libs
at all, until

https://git.kernel.org/pub/scm/utils/dtc/dtc.git/commit/?id=dd1b3e532d228ed75d34480ee539f71b76a4fa89

so the correct solution to support USE=static-libs was always, rm the
file after the fact.

But now that it is correctly supported in live we can go back to the
original intention.

Eli Schwartz a13d692939 flag-o-matic.eclass: allow -ffat-lto-objects in strip-flags
This flag is "safe" for the same reason `-flto` is "safe". Furthermore,
the new dot-a.eclass relies on setting this flag, which `strip-flags` then
deletes again in the event that a package uses both `lto-guarantee-fat` and
`strip-flags`.

End result: static libraries that contain neither LTO nor regular object
code.

Example package that does this: dev-libs/nss

Sam James 0c5f0e9896 net-wireless/rtl-sdr: fix subslot
In 2.0.0 and 2.0.1, the SONAME was accidentally "2". In 2.0.2, it
was restored back to "0" (see 7ebcb041f2ce887ef4d1a64607558889a86ff169 upstream).
We can't really know what users built against what and when without
us having had a subslot at the time, so we use 0.1 in it to be safe to avoid
broken binaries by forcing rebuilds.

Thomas Beierlein 7ab9b24d15 net-wireless/nanovna-saver: add 0.7.3
Drop x86 keyword as new build system would requiere
dev-qt/qtlanguageserver keyworded for these arch.
Discussed with ionen and jsmolic on irc.
Both spoke for keeping footprint of qt dev tools small.
As package is relevant only for small group of radio and electronic
enthusiasts lets drop x86 for new versions and keep old 0.6.8 with x86
support as long as possible.
