package.mask: unmask net-libs/nDPI and friends

The lua note is long obsolete (see the mentioned bug), and
net-analyzer/pmacct, net-analyzer/ntopng, and net-libs/nDPI are all on
their latest versions and have been cleaned up. Finally safe to drop
this mask.
