dev-perl/DateTime-Format-Strptime: Bump to version 1.770.0

- EAPI7

Upstream:
- Ability to set pattern, timezone and locale via accessors removed
  as deprecated since 1.60 (and long broken before that)
- Fix ignoring passed error handler when panicking over invalid timezone
  offsets parsed with "%z"

Keywords:
- Drop riscv due to mindep on dev-perl/DateTime-Locale and subsequent
  addition of dev-perl/IPC-System-Simple in dev-perl/DateTime-Locale
