dev-python/pyqt6: add 6.11.0

Note that only tested with default USE, will have a closer look with
all USE when unmask it together with Qt 6.11.1.

Note that it is not necessary to unmask this to use Qt 6.11 given
unmasked pyqt6-6.10.2 works fine with it. Unless want to do testing
or use new features.
