dev-libs/apr: Fix cross-compiling as using SYSROOT no longer works
The old patch added SYSROOT to some paths shown by apr-config, but the script now also automatically adjusts the paths when it has been cross-compiled, leading to the paths being doubled. This removes the SYSROOT hack and forces it to consider that it might be cross-compiled. Closes: https://bugs.gentoo.org/931829 Signed-off-by: James Le Cuirot <chewi@gentoo.org>
