dev-lang/php: run tests in parallel

The only failure I saw on some runs was:
> Test disk_free_space and its alias diskfreespace() functions : basic functionality [ext/standard/tests/file/disk_free_space_basic.phpt] (warn: Test passed on retry attempt)

but I'm not sure it's related. It sped up testing iterations by quite
a bit.
