metadata/stabilization-groups/gnome: add gtk-doc group

As gtk-doc-am got partially stabilized and broke a binhost "lucky"
build, and generally confused users as the package couldn't actually be
installed.

Note that `pkgdev bugs` has some edge cases here, and still files
partial stabilizations. The UX will hopefully get better quite soon
though.
