net-analyzer/monitoring-plugins: drop USE={ssl,gnutls}, require openssl

GnuTLS hasn't worked in a long time, and no one is complaining (or
fixing it). Afterwards, drop USE=ssl and simply require OpenSSL, because
the build fails without it anyway.
