profiles/arch/arm64: unmask app-emulation/wine-*[wow64]

Technically does not work out of the box (need setting up
xtajit.dll in the prefix), but it shouldn't fail to build
and little reason to keep it masked.

It shouldn't be made default for nothing though unlike on
amd64 where we enable it on no-multilib.
