toolchain.eclass: don't strip flags for Ada/D bootstrap if same version
If we're bootstrapping with the same GCC version as the one we're building, don't strip STAGE1_*FLAGS. This means you get colours! Signed-off-by: Sam James <sam@gentoo.org>
