games-action/teeworlds: enable py3.12 + tidy

-DPYTHON_EXECUTABLE is no longer necessary, handled by cmake.eclass
(uses the right python from a quick look)

fwiw revbump to update python-any-r1 BDEPEND given this rarely gets
