x11-drivers/nvidia-drivers: bump KERNEL_MAX to 7.0 where possible

Browse Source 
Seems fine at a glance, not to say there may not be some edge case
issues depending on options enabled in the kernel.

Currently only ~testing drivers can use it, so those that want to use
~testing 7.0 in stable will need to accept keywords for drivers too.
580.142 not planned for stable due to notable issues but should still
work fine for "most" people. 595.58.03 *could* be considered but would
rather wait for the next iteration still (branch is still too new).
