distutils-r1.eclass: add 'QA Notice:' prefix to eqawarn

Browse Source 
We need to fix this properly at some point in Portage/PMS but whatever,
for now, add the 'QA Prefix:' prefix to eqawarn so tinderboxes pick
these up and report them.
