profiles/base: drop stable-mask entirely for dev-lang/rust[system-llvm]

Browse Source 
... except for ppc where it's needed because of older lld not being
stable there.

People won't have these older Rusts installed for the most part, but
if they do, let's not stop them using system-llvm now.
