dev-libs/libkdumpfile: drop Python bindings

The Python bindings in libkdumpfile itself are deprecated in favour
of a separate CFFI set of bindings, but it turns out drgn doesn't
even use the bindings at all, so we can drop these deprecated
ones which couldn't be built in PEP517 mode.
