profiles/base: Unmask zlib-ng/minizip-ng[compat]

Browse Source 
Restrict the sys-libs/zlib-ng[compat] and sys-libs/minizip-ng[compat]
masks to the old revisions, therefore unmasking the new ~arch revisions
that install both the regular library and the compat library.
