dev-python/cryptography: Force-disable SSLv3 to avoid ABI breakage ...

Force-disable SSLv3 even if OpenSSL is built with SSLv3.  Otherwise
disabling sslv3 flag on dev-libs/openssl causes ABI breakage that
requires manual intervention.
