Arthur Zamarin 94eb9b2f39 dev-python/opensearch-py: new package, add 1.1.0, 2.3.0 ...

Added as a possible replacement for elasticsearch, requested by
@infra. Anyone can modify the package, I've put myself as maintainer
just to have a main "blame" assignee for now.

I've added the 2 major version 1.x and 2.x, please don't remove one
of them, until further notes.
