migrate to cmake bdep dev-qt/qttools is not really required as translations are completely unfinished. qtbase[xml] is not strictly required by package, because src/parser.h calls two classes provided by dev-qt/qtbase[-xml]. But qt5compat (and cmake) wants it. A patch would be irrelevant.
