Michał Górny a67300aba7 dev-python/pyx: Revert "bump to 0.15, +p3_7 +p3_8" ...

This bump lacks tests, and unnecessarily duplicates the patch.
I'm going to bulldoze it over with my three hours of work that do this
properly, with tests.
