Yuan Liao 1b3542498d dev-java/avalon-framework: Switch to log4j-12-api:2 and java-pkg-simple ...

Switch to java-pkg-simple.eclass because the previous revision of this
package uses a Gentoo custom build.xml, which is the deprecated approach
of making Java packages with no/unsupported build system.  Tests can
also be enabled easily thanks to the switch.
