Tidyups:
- $(cargo_crate_uris)
- Rust BDEPENDS come from the eclass except in very rare
circumstances (RUST_OPTIONAL=1)
- RUST_M{AX,IN}_VER where required.
- Suboptimal crate separator (`-` -> `@`)
