Includes some cosmetic changes. Uses standard format for handling `-9999`. Moved `DESCRIPTION` and `HOMEPAGE` where they usually are. Moved `CONFIG_CHECK` as `local` var into `pkg_setup`. Added some newlines to make command grouping clearer.
