Alfred Wingate c1c639b4a8 dev-db/mycli: add 1.51.1 
* Document deprecations.
* Hook up behave now that the modernised build system is present in a
  real release.
* Respect upstream pin for paramiko due to apparent breakage. Fixing
  unlikely as the intention appears to be deprecation and removal.
