Michał Górny 77c1e3d9b4 dev-python/pyarrow: Enable parquet and snappy by default ...

Enable parquet by default, as it is required for dev-python/pandas.
Also enable snappy — while technically pandas require it
on dev-libs/apache-arrow only, we can enable it here as well.
