Brett A C Sheffield f1cf34d179 www-servers/vinyl-cache: fix missing DESTDIR

DESTDIR was broken upstream in 9.0.1 due to a missing commit which was
not applied to the 9.x branch.

Drop the --with-statedir workaround, apply the patch from upstream and
set localstatedir correctly.
