Mike Gilbert 55b050c32a app-portage/mirrorselect: move mirrorselect-test to a dedicated ebuild ...

This SRC_URI entry is there to ensure that mirrorselect-test exists on
gentoo mirrors. Use a dummy ebuild to avoid fetching it for normal
users.
