Virgil Dupras 474f6aca10 dev-python/django-tastypie: remove py36 compat ...

This package depends on django 1.8 which explicitly doesn't support
python 3.6. Removing from compat. Additionally:

* Bump to EAPI 6
* Fix repoman warnings about '=' in dependencies
