sci-libs/linux-gpib: rework for upstreaming of kmods in 6.13+ ...

- introduce new modules USE flag, die if flag enabled and kver >=6.13
- define modlist to simplify the ebuild
- backport fixes in 9999 to 4.3.6 (enables py3.13 plus improved style)
