Eli Schwartz 50c6c3407e sec-keys/openpgp-keys-patch: port to sec-keys.eclass for verification support ...

As promised in commit aea62d8988 the 2025
bump was aboveboard and verified manually with the unreleased eclass.
Now this is proven via code: the old 2022 ebuild is ported too, and
installs fine but fails tests.
