Gabi Falk 4c12ee814a dev-vcs/mercurial: 6.8.2: Add python3_13 to PYTHON_COMPAT 
The support of python 3.13 was added with upstream commit
141ed0bf72a1fe00f5a9ea105bb042a182c56fc5, which was merged into 6.8.1
release.
