Sync changes from Firefox-153esr. Add new known test failures for 153.1.0. Always require llvm instead of pulling it via "clang?", since the build system expects it. Bump LLVM_COMPAT to allow llvm-22. Bump minimum versions required from dependencies. Increase subslot from 140 to 153 just in case, even though abidiff didn't show breaking changes.
