dev-cpp/tlfloat: add 1.17.1_p20250711, drop 1.15.0_p20250711 ...

Upstream don't seem to tag releases. Check TLFLOAT_VERSION_{MAJOR,MINOR,PATCH}
in CMakeLists.txt. Reverse dependencies may need quite new versions so
we want PV to be accurate.

Update the version to match CMakeLists.txt so that we can put an accurate
dep in dev-libs/sleef matching its build system.
